It seems to me most EU ppl would be closer to Japan servers than this NA/EU server. Silly.
That completely depends on where the datacenter is located. If its located at the West Coast region, then yes. If its located at the East coast, then no. Then again, it's not just the straight line distance that counts. What you need to know is the amount of network "hops" it takes from your location to the designated datacenter in either the NA or JP (including the amount of packet losses along the way) in order to determine your ping.
If you're closer to JP, but you have a lot of packet loss, then it might still be wise to select a NA datacenter. However, it it goes the other way around as well. There is a reason why Yoshi-p suggested that you create a character on a server located in each datacenter in order to determine which one suits you best.
In general, most EU countries have a better connection to NA Datacenters then they have with JP Datacenters.

I'm from the UK and to the US I get 120ms (Lotro) to 140ms (Rift). ping to www.square-enix.com is 264ms. Also I applied to transfer from Ragnarok to Masamune as going with Distant World LS.

Pings are really important and difference between NA and EU is like 200-400ms. Same as from EU to JP or NA to JP is ~400ms.
Timezone is same difference from EU to NA and JP but -7h to first one and +7h to second one.
So what's the deal?

I demand you to tell me exactly which servers will be REALLY LOCATED in Europe with GMT 0/+1 timezone. Not just from the name.
They've already said all the Data-Centers are in the USA. None of them are located in Europe, they've simply added in the 'EU' tag to encourage EU players to play in a data-center that would (again provide a slightly better ping as well as a common language).
As far as i'm aware, peoples main concerns lay in the fact that ping was affecting gameplay in 1.0, such as fights like Ifrit where timing was key.
This problem was almost entirely created not by the location of the servers but because of the server architecture which I can say with all certainty was coded horrificly.
After fighting Ifrit, Crowded Fates, Dungeons, Instanced Fights, Guildhests etc., during the beta I've noticed that the ping issues we had in 1.0 are gone. With the new layout of how content is spread among servers with smaller areas and more instanced content the issues we had with servers reaching their physical capacity extremely quickly are now gone.
I currently live in Northern Ireland, where I have to hop through a number of Data-Centers From; Antrim > Belfast > Edinburgh (Scotland) > Cornwall (England) > USA (From here I don't know)
Which has improved drastically since British Telecoms [BT] set up the Fiber-Optics Network.
My ping sits in and around 80-150ms. This is well within an acceptable range. So the issue of location isn't really a big concern. I personally wouldn't want them to throw a specific UK data-center just for the sake of 20-30ms. If I do a 'tracert' on any server in America (Any Decent Quality Server) for games such as XIV, WoW and other American Services I use daily, they VERY rarely go above 150ms and any ping increases are usually through a fault of my own.
I can't speak for the likes of France and Germany, but after playing with some players from around Europe during the beta (And yes some of them were in the Ifrit fight) none of them had issues dodging cracks in the ground, healing or tanking. We had no connection issues either during the BETA, is truly was flawless.
tl;dr
Server Location wasn't the issue, it was the horrible server architecture.
The fact we even have data centers outside Japan is really nice now.
There was no lag during the Beta for anyone I met in the EU even during Ifrit.
Also, does it really matter that much?

did you bother trying to ping the NA datacenter? Your should be pinging in the 100s to it. It has nothing to do with timezones and everything to do with infrastructure.Hello,

it was a combination of both. And even if the new data center isn't right on your doorstep it's still closer to you and will still offer you better perfromance.Server Location wasn't the issue, it was the horrible server architecture.

That server isn't located in a game data center. Even worse, it is a sort of umbrella name that resolved to different servers based on how you access it (web vs ping) and what part of the world you are in.
