I was thinking about setting the level cap to 30 for becoming a entry tier Craftsman.

Hmm, what about craftsmen who might reroll on the new-character-only servers? Then again it may not take long to get to 30.

If we were to start the project on a new server with level 1s obviously the rules would be different. In that case it would be open enrollment. This would be a good idea on a new server as we would try to shape the economy anew.
