It's about charming the ladies most of the time. The leading men in the modern FF games all have a romantic interest. They're also supposed to be young and a little mischievous, so a clean-cut or shaven hairstyle doesn't really evoke that. Thancred combines this sense of youth and whimsy with Balthier's voice and swagger.

I thought Cid was a highlander! Where did they say he's midlander? Anyway, to me he's too Fabio-esque. Like something on the cover of a fantasy romance novel. He has the stubble of the FFVII Cid and the attitude of FFII Cid (who didn't have much to begin with). He's something all his own, though, which is really all that matters when it comes to Cids. They're almost all engineers, but they each bring something new to the table personality-wise. I just hope he cut his hair in the past 5 years.
