oh I don't mean by blood no. They state that everyone there is like a family and they refer to themselves as sisters.

That aside, there are LOTS of places in japanese culture in anime with women who have very close relationships but are not lesbians. Additionally, there is always this sense that they are together but they would always welcome a man if the right one came along (which most of the lesbians I know have pointed out and find rather insulting).
