There is no hindering/penalty. What there is is a buff. And all that buff says is "more stats by getting 1 more person". This doesn't hinder your ability to do anything. It only adds to it.I'm not encouraging easy content that should be easily defeat by less than 8 people.
Why is there a need to hinder the performance of a 7 people group which might be as strong as an 8 people, and should by right be able to defeat the monster,
but just because their numbers of people in group is different, they become less strong and have to make up for that special buff.
The point IS: That they will not make full party content that will be able to be defeated "easily" by a group of less than 8. So thinking that you can low man everything and that you're being penalized for it is the wrong way of looking at it. You should be looking at it as always needing that many people to perform and when they leave - replace them. Seriously, play another game and learn about challenging encounters.
I also don't know why the "omg easymode wah" group of people are crying so much... If anything you should be jumping up and down. You can make believe your peen is bigger now by successfully low-manning content. If you can that is.
Some of them have been soloed by a THM.

How is designing encounters around people needing a set number of party members not fair?
I understand if they designed encounters around a certain class but number of players... C'mon. Complaining for the sake of complaining.
Let's all complain about the changes before we even test them out to give solid feedback...

of couse it is fair, bosses' difficulty lcan be set to however tough it needs to be, this is not about that.
what is not fair is penalizing players for not having a magical number of players in group.

Maybe because 8man content will be much harder and that 10% buff will be the same as a light party 5%? As far as the content difficulty and mob strength that it's focused for.
People are complaining about things that they haven't even tested out yet...

Working together as a team, honing your strategy and equipping optimal gear and stat boots to boost your party's effectiveness by 10% takes skill and intelligence.
Finding one other person just to automatically boost your stats 10% does not take skill and intelligence.
The party size number is arbitrary and meaningless. Like I said before, it's a band-aid fix.
