Nah i think that just means its single attack, if it said +2 then itd be double attack.

I said something about this in the NM thread but some people said all weapons except Pugilist weapons are +1.

Exactly, And DEX isn't useful only to offensive melee, as it affects evasion. Casters do get attacked in melee, and evasion isn't useless to them.
