Who knows maybe they couldn't do a patch while saving character data and it's coming tomorrow or something. That or the information for the event is allready in the game files but I doubt that's the case if they are doing anything that involves game data we would have found it allready.

Considering that Yoshida explicitly promised changes in the weather, I don't see why we should disbelieve what he says.

Weather assets are all already in the game, so they can most probably change them over time without a patch.
