You are 100% right. Want to test it yourself? Add water magic potency to a conjurer's Wand of Tides. (or any wand for that matter) You'll notice a difference in your curing.

I just find it odd that they took out Water completely. I mean, what is the reason why they took out one element? Even if they were limiting the move pools, it still does not make any sense to remove the attacking spell.
Betting water/ice will be the primary DD for Arcanist along with many of the DoTs that were removed as usable skills.

the only thing that bothers me about removing all water spells.. leaving it in the elemental wheels.. and leaving water magic attack potency in the game...
I'm selling water scrolls if anyone is interested. I miss some spells and abilities we had early in XIV. Shock Spikes included.

Uh.. what? Was this tested recently, because ever since that dev statement people have tried Water potency with Cure and have proven it made no difference.
I figured water-based spells would show up in ARR since they are apparently planning to increase the amount of spells available for both Disciples of Magic. I don't think Arcanist would get attack spells since they are DoT-focused, although it remains to be seen what the Caster Carbuncle is capable of doing.
The teaser site says cnj are masters of earth wind and water magic. Maybe cnj spell in 2.0

that will depend on the gearset the whm is using. for example if they are wearing just basic af they are already over the cure cap so you won't see any increase over that. the cap to cure is actually quite low and easily reached for a whm.Uh.. what?
