They can, but you also have to think:

1. Are they in same house?
2. Are they from same complex?
3. Dual-Boxing+ is against the ToS but more legit players does it these days and started to for Toto-Rak farming and even admitting it on the forums.

Yes, people hate RMT but to be honest, what exactly are they doing wrong that normal players don't do themselves as well?
