To be perfectly honest, it's because SE doesn't deem Emulate worth hot-fixing.
If Emulate was fixed, I can truthfully say that this wouldn't be the case. Straight up, Emulate breaks the NM scene. It works on everything except Uraeus and Mosshorn.

We kill all the NMs with less than 6 people with no emulate tank. This is irrelevant.

We do as well, but Emulate is definitely a deciding factor. If its not for Emulate, we just throw in someone that can keep hate with more HP than should be needed and its GG.

But your 6man party is within the 4-8 party range that SE promotes.
Is that an issue now? You can low man NMs, the games too easy?
