That said, I completely understand the idea behind not voice acting every single quest a la SWTOR, so that in exchange we get more quests. In fact, I support it, especially if it means the voice acting that we DO get is high quality. However, I thought I would voice (lol) my support for having -limited- voice acting in sidequests. Like, just record various simple lines such as "Hello there", "Nice to meet you", "Thank you", etc, and have NPCs say these lines when you initiate conversation with them. It's fine if you reuse the same voices for different NPCs, too, as long as you have some variety. Maybe a few different voices for each race.
This, to me, goes a long way in making the world and people seem more "alive" (something that the development team has already stated will happen), as opposed to the current version where everyone is silent. I also think it's a good compromise that shouldn't consume very much time, resources, or money to implement. Another idea if you really want to get fancy is hearing NPCs have faint conversations as you walk by, kind of like FFXIII.
