    Cactuars do not look like they would grow into Treants. In FFXI, it was the Saplings that grew into Treants.

    I have noticed that these forms of Cactuars have 3 or so spikes on their head compared to the other Cactuars we see during Leves or near Ul'dah.

    In the Gamescom and FF 25th Anniversary videos, I do believe there are treants named "saplings" near the start of the gameplay demonstrations.
