Whislt I understand in the great US of A's English version they drop the L from this word, The rest of us use two L's. Is this "as intended" or a lazy translation? as it bugs the hell out of me.

I think that falls under the same rule as "Why is it spelled Localization instead of Localisation?" or "Why is it color instead of colour?" There's only one English client, so they had to pick one, and there's probably more Americans playing the English client than English-speakers elsewhere.

Raldo has summed it up perfectly. This is simply a case of having to choose one English over the other. I know it has to feel weird to see words you are used to seeing spelled one way, spelled another. Every day on my way to the train station, I walk by a green grocer who, according to a sign he has up in his window, sells "Flesh Fruits". Mmmmmmmmmmmm... Flesh......
