Well, Anyone could Download it.. but unless you have the Alpha/Beta key, You won't be able to play the Alpha/Beta/retail game itself.

The real question would be, why let people download an alpha client if they're not in alpha, since the finalized client should be greatly different ?

Yeah there's zero reason for someone not testing to download, sure you can datamine but that would serve no purpose. Also no, it's supposed to be by the end of september unless once again they start delaying things because of being "too cautious" which is going to end up hurting them more than helping.
