You should just be able to open up multiple gear set windows at a time and create a drag and drop "link" between two slots. It can be stored in the database so that the gear set knows to look at the linked item instead of on the space.

EXACTLY. I really do hope thats what we end up with.
The problem is how do they make the item not take up inventory space, and be assigned to multiple gear sets at the same time?
Say you have Gloves assigned to DRG, and WAR. You are playing BLM at the time and not using the gloves. Where are these Gloves actually found on your person if you were to try to NPC them for example? What menu do you go to take them from your character?
I see how this can be confusing for them to implement well but they really need to come up with some gear sharing system for sets AND still managa to keep these set items from taking inventory space in a 100 item inventory.
