If I remember the 1st/2nd one they did answer questions from other region as well but had to be a question where everyone asked the most in all regions. Nah doubt they will do that, I remember for Content Finder there will be an option to have players from your own region as selection so they may do that for quests/contents but for filters on chat for the open world part I doubt they would add that in + if the players want to go that far they just need to filter out shout/say and just chat in their own little linkshell/free company.
