    I think you're the one who missed it. People recognize the slowpoke meme. They just thought he was referring to it being old news that the level cap was confirmed to being raised. Instead he was referring to the speculation being old news, which isn't exactly clarified in his choice of words.

    No...no I did not miss it. I got immediately that he meant the 50+ in the video was noticed by many many people before OP. The fact that the Slowpoke is present makes it obvious that it was a joke about OP being late in noticing what everyone else already did.
