But it is their fault even if you are willing to let it go, their main page has been very nondescript even through forum out cry(s) - from almost the beginning of January.
I am in the same boat as lololink. My third month's billing commences on the 26th of September. Not sure if I'm going to get legacy or not but it would be nice to know.
Either way, its no big deal. Just genuinely curious.
The cut off date is kind of wrong . I personally got my legacy status monday and i reactived on july 10 so its still possible to happen.
They Mentioned its on the Lodestone on Several Occasions that X date would be the deadline, then they were being "Nice" and extended to June 30th. I knew these threads would pop up, but its not SE's fault they have announced it several times, like the Goobue thing that they announced like3 times in one week even :P, and still people complained about how they couldn't get their Goobue! :P.
They need to put it on the legacy page or its like it never existed for anyone who wasnt already playing the game. Therefore its underhanded. If you are playing the game already then you probably know of these deadlines. You shouldn't of came back after they announced the cut off and expected to get legacy.
Again, stop assuming they knew that info. The legacy page - the only thing consistently visible to the outside world. DOES NOT have anything to do with the cut off.
According to the legacy page until beta 2.0 starts anyone can get in. Thats the only cutoff thats fairly official. Inside forums there have been better clarification but god knows why they never moved that to the official page of Legacy.

Oh I agree on that fact that the intent of Legacy was for the stuck around people. But the requirement on the page is not so strict - and as such SE should treat everyone by that. There is a huge difference on what it was intended to do and what the actual rules say on the main page. And the forums have made it obvious many times the main page is misleading, however it has never been changed since put out there.
