You’ll be able to reach level 50 without completing all of the quests, but besides quests there will be other content as well, so it will be possible to level up by clearing other content too. I just wonder though...whats the POINT in having overworld monsters at all if its not even close to worth killing them? They should at least be SOMEWHAT worth killing.
Unless they ALL had something worth farming from them...but usually most of them don't.
