I do agree with someone else who mentioned if your WHM is casting Raise every 3 seconds then you probably aren't winning anyway, however the ability to essentially SPAM mp-based skills doesn't necessarily sit well with me either, for example offensive spells. Stone and Stonera for example have two very different recast timers and this makes sense to me.. will they both now simply trigger a 3-second global cooldown? Not sure I like that, but it's a minor thing in the long run for me.
I'm thinking it's going to be less about cooldown management and more about resource (MP/TP) management. Sure you could cast Stonera every 3 seconds but you'll run out of steam very quickly and you'll have to sit around doing nothing for a while to get MP back. Also as another mentioned, spamming things like that tends to make it hard for tanks to keep hate.

Must say though that based off of what they've showed (and it isn't much). I really am not a fan of this faster paced spam centric battle system. They should not have designed it around PvP when Final Fantasy is and will always be based around PvE.

It should be designed in a way that you should be hitting a button every time your GCD is off cooldown to max dps. Tanks should be designed to hold aggro if they are hitting their buttons when they come off GDC as well. Sitting around waiting for resources to regen isn't exciting gameplay.

I think it will be based around resource management too. Also, they can go and just define some skills, like raise, as an ability, giving it a recast timer.

Maxing DPS is about more than just burning cooldowns, especially in longer fights. From what we've seen/heard, in 2.0 you'll be managing ability cooldowns, MP or TP depending on you class and enmity. They don't want it to be a spam-fest where you're just hitting abilities every single time they're up through entire long fights, that's what most people are concerned about as well. By making TP regen over time it puts a limit on how spam-happy you can get.

It really depends on how the fights are set up too. Consider a fight, like Garuda, where it's broken up into phases based on HP/time. If you want to move quickly through a particularly tough phase you could save up your TP until max, wait until it starts and then go crazy in hopes that you can bring the boss out of that phase quickly. Though if you did that you'd have to take things a little slower afterwards because you burned all your TP.

It's sounding like it's more aboutresource management which means if you do it properly you shouldn't be waiting around for them to regen for too long. People didn't want it to turn into a spam-fest, this is one of many solutions.

Spamming your strongest combo = stupid player, looking at all the information you have, and reacting accordingly = smart player.

Lets take this Thunder > Thundara > Thundaga > Thunder > Thundar.... dead BLM.... Hate goes to WHM from cure bombs WHM dies..... Party wipes.

If the BLM was conservative they wouldn't have pulled hate, and if the tank can keep hate off anyone against anything (which is what you are asking for) is easy mode, and it will never happen.

As a long-time WoW player -and- a long-time FFXI player, I find myself potentially and cautiously excited about the faster paced battle. We have no issues in WoW with faster-paced fighting taking away from the game-play as a whole so I don't really see an issue.
