Seals are never guaranteed, but when in top 3, the odds are very high. highest at 1st, 2nd highest at 2nd, etc.

From first hand experience I'm pretty certain seals have a 100% drop rate for the top provisioner. If not 100, then it must be like 99%. However, I can only confirm this for rank 2 supply rating. My question was actually if this is also true for rank 1 supply rating.

I never said there was an exception for rank 1. My statement covers all scenarios.
