Wow! Lot's of love for FFVI! It looks like they put out a lot artwork that is actually fan-made, but I'm glad to see a depiction of Celes in her true, original outfit at an official event. Awesome!

I doubt it's fan-made, it's most likely from guest artists/famous mangaka, they tend to do this a lot in Japan.
