That just says that the earring is modeled after a moogle, you can enter the item code into your Square-Enix account after ARR goes on sale, and you can use the earring on any job on any character. Seems to just be a vanity item.

Don't even bother getting the code. Dunno why but the codes are region specific... I bought 3 damn FFXIII (JP) for me, my bro, my mom and was going to use 2 of the codes for my character and my wifes, 3rd for my bro or mom if they wanted to play FFXIV. Bought the JP version since I play 99% of my games in Japanese and the FFXIV in-game item codes didn't work due to region specific code. Complained through customer service but they didn't respond. Posted it on forums when it first opened up and got no response. It's really ridiculous making these codes region specific... I posted on the JP side not too long ago as well saying for 2.0 they better get rid of that region specific code crap since it's totally not fair...
