    what I do with my OC'd 7970 is use a program called Radeonpro
    with it, make a profile set to your exe, specify its launcher boot.exe
    under the visuals tab at the very bottom slide vertical sync to always on
    there is a tweaks tab where you can force vertical sync
    select vsync control to always on
    check triple buffering
    check force aggressive api monitoring
    if this doesnt work, then select (under tweaks) double vsync

    EDIT: This is with the newest drivers, and OC'd using msi afterburner to 1125/1575
    my game works perfectly on highest settings with no tear (I had really bad tearing before using radeonpro)

    As long as you have RadeonPro set to monitor boot.exe it's not going to do anything lol.

    I said "specify its launcher"
    For radeonpro to activate with the game.exe, its launcher has to be specified as well
    same deal for pretty much any game activated thru steam

    Make a profile to ffxivgame.exe, specify custom launcher, via launcher tab, to ffxivboot.exe
    apply tweaks
