Say someone claims they mistakenly ninja'd your seal from hamlet. If they did a GM ticket explaining it was a mistake what are the chances the GM will actually do something about it? My guess is like next to 0.

I have a feeling that they'll take the position of "it's a players right to choose what they do with loot that falls to them."
Well the situation is the guy said it was a mistake and he didnt mean to ninja the loot so he said he was going to try to do a GM ticket to get them to move it from his inventory to mine. So I like your scenario, however I have the feeling that they'll take the position of "SE doesn't give us the capability to move items from players inventories, to do that would actually require writing a request to someone with the authority to do so, and I don't feel like wasting the time so tough luck."
They should do a loot system kinda like on World of Warcraft but only allow people to roll on it if they can use it with the class they are using and it's better than what they have so that nobody "ninjas" the item away causing drama and all that.

They will use a roll system in 2.0.
Well with having the armory system, that doesn't work out quite as well seeing as you can level every class and are not dedicated to one.

My guess is the chance of a transfer in the item is some where between hell freezing over and a inanimate carbon rod being elected space pope.

Since in Warcraft you're actually able to solve such mistakes in a few hours, i made a gm ticket.
Well, what i got was nothing aside from a msg telling me that "this is not possible". Now i have an item which i can't even use and also takes one inventory space.
I really miss the Warcraft GMs...
