yes and no, with materia in the game, people do tend to flock for the same type of materia but there's alot of variation as to which materia people put more priority, some tanks prioritise Enmity, some favour VIT, some favour defence, some favour hp, some favour a boost to accuracy and relying on other gear for things. if there are a wide range of titles to collect and choose from, you'll still see a bunch of varied titles.
It also helps with immersion if the tank is using a title that sound somewhat tanky, even if its not the same as another tank

There are many combinations one could use and are all very viable for tanks. that's more than 2 or 3
I think you're greatly underestimating the min/max culture that's quite rampant. That is more than 2 or 3 options, but people WILL test them and figure out which are the 2 or 3 most effective ones, there's no other way about it.
I don't mind the idea, I'm just saying it's a lot of work to do it properly and I'm not sure it's worth it.
