When I saw the concept art at first I thought it was a picture of Garuda just with a newly designed head piece and I was like "aww, I liked the other garuda better "

For being an entirely new mob she looks too much like her for my taste, at least on the image. We'll have to wait for her ingame appearance in the end though, I guess.

Yes the Ixali are bird they lost their power to fly, It was taken from them some how but i forgot it's why they build all the flying things cause they wish to go to the sky again one day.
