People dont chat because there is no reason to talk .
In every MMO up to this day there would be thins to do were you would require others to do it.

I pug leves 100% of the time and always get 8 people. I spam shout and use the party search function, so this is wrong imo. Leve linking should always be done, even in complete pugs.

Sure sure, everyone but you must be noticing just how silent thins outside linkshells are + the lack of parties.
