

And yet the lore pretty much states that Imperial troops are trained, compelled by thier leaders to kill. To kill often, to kill without reason, basically to kill for the killing's sake. I ask you: What posible good can an army do when all it knows is destruction?
It's certainly true that Cid and his crew are from Garlemald, but they also saw what their homeland was turning into, hence why they chose exile. If you want a historical example, the people who saw Nazi Germany for what it was had effectively fled years before Hitler started his campaign, and many of them tried to warn the rest of the world. The people who remained were too enamored by the nationalistic zeal that Hitler and his cronies were espousing to really look hard at what thier leaders were planning/doing, and the few who did protest were often "reeducated."
On that note, let's look at what else the empire as a whole does:
They "recruit" (read: brainwash) child soldiers, most of the time this trope is used in fiction, the people doing the recruiting are far from having noble goals if not outright evil.
They coerce turncoats with promises of wealth, then brutally betray them once they outlive thier usefulness. You can argue that they are simply disposing of people who have aleady proven they can't be trusted, however, most benevolent governments/societies generally draw the line at blatant murder.
Then you have the other Garleans we've seen so far: I've run into Gaius von Baelsar at least three times, only once did he not try to kill me on sight, and only because it forwarded his own goals. Then there's the other guy, Neal van Darnus. The two words that sum up his character are insane, and genocidal. It really makes you wonder what kind of person the emperor is when he went with the complete monster's plan. Throw in the legion or two of murderous soldiers who we've established will kill you without provocation, and you clearly have a brutal, conquering, darwinistic empire.
If you are still hellbent on praising the empire as virtuous, shall I remind you that they would kill you as a beastman, simply because you have a gift/curse you never asked for? It's been stated quite clearly that those with the echo (the players) are regarded as heretics to be put down, regardless of thier values, or affilliation. This would certainly apply to Garlean citizens as well, regardless of thier loyalty.
