Legacy members can request that their name be displayed in the credits
Legacy members' names. Not Legacy member's characters' names. Although the same person can own more than one service account, the vast majority of all service accounts belong to unique individuals.

Even if we take "low" figures and says that only 20K players wants to be in, it's still... a lot.
Not every currently active player qualified for Legacy.
