If the Emperor worships Odin, he would still hate and want to destroy the other primals so that just Odin could rule. After all, Garuda spoke of them stealing her power to summon the 'other'. Who's stealing it? Garleans, right? To summon what other? Odin??? I think so.
That the Emperor could be Odin or has the power to summon Odin is an interesting thought and is quite plausible.
Another idea is this: Perhaps the Emperor is the unknown thirteenth god (who was exiled by the Twelve)... so he figures if he destroys the Primals, the power of the other gods/godesses weakens and he can once more declare himself their leader.
Or something like that.

If the emporer "is" Odin, those shoulder pads ...picth black with what looks like golden raven beaks....
well then... it could possibly be odin. (that character design...is too simmilar)
With all this time-talk thats gonna happen to FFXIV...who knows.
Odin had 2 ravens, sitting on each of his shoulders, huginn & muninn.
See where im going with this?...."The Black Wolf - Gaius" & "The White Raven - Nael"
(the simmilarities are there...and the color matches nicely too.)

If back, then the possibility of a younger Emporer.....well you get the idea.
But then again...seeing as we are getting railroads, im guessing a few
years forth in time is where we are heading.
And according to the lore of the emporer...

Odin... has always been impressive in terms of badassness in FF games.
For all we know the Emporer can possibly transform himself.

The Empire is using ancient Allag technology to summon Dalamud closer to Eorzea as it's a prison that holds the Elder Primal Odin, whom the Emperor worships. Odin, using Zantetzuken, would cleanse Eorzea of all those whom are deemed unworthy. The Empire attempts to remove Ifrit, Garuda and other Primals in a bid to release enough aether to free Odin from Dalamud, where he was imprisoned by the Allag Empire long ago.
Ifrit also mentions in the quest "Lord Errant" that we (the player) have the ability to call forth our own Primal, which currently remains unidentified. So when the Empire calls forth Odin from his moon-like prison, who is strong enough to stand up to it? Or own Primal. Alexander. >
(All speculation, of course.)

Remember in FF4 where the king dies and his spirit becomes the Odin summon? They did say this was going to be a fanservice title![]()
If you play alot of FF you realize that all Odin designs have Horns.
It's pretty much a basic design of odin.
Why every patch there's someone comparing this or that character to Odin ? couldn't be a mythological creature like every FF ? .-.
Also, the empire is at war with primals, the idea the emperor is one of them is faulty without any more evidence
