Actually, that's the remains of the new prison he tried to place around Bahamut shattering. It shatters and then little blue crystals fall everywhere. His shield doesn't reform.

Sorry, you are incorrect. He had formed the shield to protect everyone while Bahamut was flying around blowing stuff up, and prior to the attempt to reseal him.

After Bahamut shatters his shield for the first time, Louisoix tries to stand up as the shield reforms. It gets about halfway formed again before another wave from Bahamut blows it away and Louisoix is back down on one knee.

THEN the seal spell begins.
