Skirmish was designed for people who can't/didn't beat Garuda. Making it dead on arrival.

Well not necessarily dead. If looked at in the long run, right now and post 2.0, it can be looked at as a small event, not true end game content. I don't see it getting widely popular though like Hamlet did.
