Maybe it's just an issue with certain drivers or video cards.

The actual framerate doesn't seem to change. What does is the time to load NPC's. With Windows Aero on, it makes your own character and NPC animation laggy/delayed (Ifrit Cracks?). I'm not sure what really causes it, because Aero isnt' that much of a resource hog. It probably just takes it a bit to figure out how to render the image and keep the edges of the window transparent.
I agree though, it could be a video card/driver issue with Aero as well.
