I think they said back with the server merge any name changes are represented in your social / black lists. so if you blacklist sir douchebag and he changes his name to sir hidefrombadrep they'll still be in your black list.

that said changing names if changing genders seems pretty much common sense. manq'ote called "miss kitty" LOL
