The coin is given once you promoted to Lieutenant rank, its in your inventory not in key item. I will hold on to mine.

Click "small talk" at the quest NPC. Choose "apply for promotion". He will ask you to pay 25,000 seals for the item. Once you have it you can accept the quest. When the quest is complete you get your promotion. Can I exchange my book back into 25k seals? Please!
Edit:
I am a bit confused with this one:
I need the aquamarine cross to do the Quest "Maelstrom Patrol, Interrupted" . How do I get the aquamarine cross if I can't promote without having "Maelstrom Patrol, Interrupted" done?
Well honestly I think they already do that. A more casual player such as yourself does have other options. If you dont feel grinding 50K seals for the best rewards is worth it, the sergeant rewards are still very decent at a fraction of the cost. Once you have those rewards you can casually do seal gathering to slowly build up enough seals for the higher costing items. If it were my job to design content for MMORPG's I'd give you solutions. However, this isn't up to me to decide or think of ways to provide to the consumer - doing so would only be disappointing for they are unlikely to make an appearance.
You all seem to read what you wish to see, I'm not demanding the best the game has to offer. I would like to see rewards that cater for all types of players. Like I said previously, the relic weapons very accurately demonstrate quality for time investment, as do Garuda weapons represent skill or, previously with the exploit? a lack-thereof.
It's simply (my, personal) disappointment in that currently, the game is being put into a phase that is likened to thinning butter over a lot bread to make more from less. The problem being that is is catered to the more active community. For us 'casual gamers', there is little to do outside of casual content which has little reward per time investment. I could go on about this for an eternity but it's clearly doing no good.
I'm actually excited that the relic quest is so time intensive. It's about time we had a long quest that a lot of people won't or can't complete.
To be fair, they'll bitch about anything.
