They can come from any hamlet, but you need to be on the top 20 list to get them.

You have to be on the top 20 yourself, the commander that you talk to, to exit, will give you the extra bonus drop, which is random also.

oh well, it is easy for me to reach top 20, but I would have problem to find a dedicate party to hunt item during my time zone.

Are you sure about this ?

We had a Cutter's Hat drop from the chest, I don't see why the bracelet would be any different, the Commander gives you a second chance at an item is all.

The items the commander gives you is limited to the bracelet/wristlet + the offhand tools. You can't get them from the chest.
