Saying "as of May" calls back to the last Legacy posting, because after that the free trial runs over the June 30 deadline.

"As of" is conditional to context. In the context in which they used it, it means the same as "up to and including."
Then change it to

"Players who began playing on or before May 31, 2012 and have registered for a 90-day period before June 30, 2012 will be able to fulfill the requirements needed to qualify for the Legacy Campaign."

When dealing with deadlines and payment schedules, it is imperative to be as precise as possible. There is no such thing as being TOO specific. Saying 'As of May 2012' uses both an ambiguous phrase and lacks a specific date and/or time. It's not efficient, and it shows.
