You guys are abunch of derps lol . What they mean most likely mean is they'll be putting up server for US Europe and Japan in their respective areas. When FFXIV first was released you choose your server that best suited your connection some were 200ms others were 60-80 . They are simply just gonna have server in better areas of the world for all around players that doesn't stop us from staying on the server we are on.They would never close us in our own region hence Auto-Translate =D. And if this isn't what they are trying to implement then SE need to go back to the drawing boards ... xD
