Ya the Primals which rule over the Beastmen were always going to be like this. When it comes to Evoker/Summoner they'll be able to summon but it'll be lesser entities like Carbuncle or Mist Dragon, nothing grand like Ifrit, Garuda, Levi, Titan or any other Primal which is considered a god.
