Ya just to agree with you, lots of items still drop from chest. We've been getting red chest non stop and have gotten about 8 Militia items so far. Never had 1 person in top twenty yet.

This would only be bad if you just do PUGs all the time. It's really not so bad if you take each person from your group and build their seals. The downside is the time and effort for just one person. However, like others have said, if these weapons are as good as SE hinted to early on about them, it's a hell of a lot better than building a relic weapon.

whats funny is some shells have gotten 10+ seals already and its only been a week, and im sure if they worked at keeping hamlets at level 2 more often theyd probly have even more in some cases

Eemeefu from the Localization team has confirmed that this is indeed a typo in the English language version and the correct number should be three of each seal. The issue will be addressed in patch 1.22b. Sorry for the confusion.

if you read the text of the npc, these seals and stuff seem to be for the upgrade version(also SE already said in patch 122.b there will be af weapons and a means to upgrade them)
