It's just a concept art that can't be find in schedule maybe it will come after raise the level caped , 2.0 or maybe later than that

It is definitely a weapon,
But why all the nitpicking over Omega, Ultimate, etc...

They could blow our minds and call it Insatiable Weapon.. Or innumerable weapon...

My point is Omega weapon in FFX looked nothing like Omega weapon in FFVIII...
So this new weapon could be called anything... It could be the precursor to some bigger weapons down the line after a few cap raises... you never know

So all of the "It's definitely Omega" and "No... It's definitely Ultimate"
What's the point really?
Its a new game... who knows what it will be called
