I would think the answer was pretty obvious. It takes an hour to reboot servers and make sure everything's running properly.
I've worked in a custom frame shop. When we took orders, we told the people that it takes 2 weeks to finish their order. This is because supplies need time to ship and there are other orders we've already taken that are in line waiting as well.
In reality, it took maybe 5-7 days for their supplies to ship. Once we had everything in the shop, we could finish their order right then and there in about 15-30 minutes. So why didn't we tell them 7 days instead?
Several reasons: We wanted to not be rushed all the time. We wanted to have enough time to finish other orders in case we got behind (and we did a lot). We wanted the customer to be surprised when their order took less time than we told them it would take, rather than disappointed that it took longer than expected.
It's human psychology. Better to have low expectations on things, than to have high expectations and be disappointed all the time.
TLDR: By rounding up the time to an hour or several hours on maintenance, SE is covering their own asses from gamer rage in the event that something goes wrong.
