As to your edited comments this is something players have been screaming about since release. The Leve system was Tanaka's idea for the main advancement content and has never been fully embraced by Yoshida. Except for updating the synths for the current list of quests to replace deleted synths the Dev team has chosen to totally ignore the Local Leve system. If it wasn't for the support for the Local Leve system expressed by the current player base I am sure that the current system would have been abolished by the time Ver 2.0 arrived. So don't get your hopes up.
i hate the current leve system and hope they do abolish it. However, Id like the to revamp the GC leve system as a better way to solo seals.
