No, this is not correct. They've gone on the record that XIV exists in a time bubble currently. A blanket "as much time as necessary" has passed but the exact quantity is undetermined. Until they blatantly state how much time has passed, no actual meaningful time has passed. It's EXTREMELY lazy writing admittedly, but it's what they have gone for.

For the sake of narrative currently, the twins are still physically 16. Mentally 17 if we count the time dilation of the First.

That's always the tricky part about implied NPC attraction towards the Warrior of Light, it always sets off arguments if someone "totally was or totally wasn't". I guess I can "sorta" see her crushing on us back then, the same way I can "sorta" see Thancred being flirty with us early on, but I assume those things got dropped by Shadowbringers, which was incidentally the same expansion where they wanted to give the Scions development SEPARATE from the Warrior of Light (which is also when we ended up with our little "Y'shtola X Runar" dilemma too).

Whether or not the Scions (or any other NPC) SHOULD be a romance option is a whole other can of worms, because there's arguments for and against literally every single Scion alone before even bringing in anyone else into the eligible bachelors and bachelorettes, and probably why we won't ever see such a gameplay mechanic.

I've always seen it as a big brother/sister and lil sis type relationship. At best I can see her having a teenage crush on the WoL, but I headcannon the WoL to be now around 25+ years old and she's still.. 16? 17? Not my cup of tea for romantic relationships.
Although in DT I did notice their close relationship dwindle in favor of her caring more about Wuk Lamat (which I didn't like at all, like, you just met her, wth?)

You can't hold that against her, everybody cares a lot about Wuk Lamat. At least everybody who was written by SE, and had no say in the matter...

That might be an official line depending on when it was written, Like I don't know where that was said maybe in an interview 10 years ago or something when ARR or HW was fresh which technically happen in succession of eachother but a time bubble doesn't necessarily mean that a few years couldn't have passed since then. Unless we're to believe all of ARR to now Dawntrail happened in less than a year? Which I highly doubt.

I think it's safe to say the Devs intention in saying that is to avoid pinning down an exact multi-year calendar so the story stays accessible and consistent for everyone, new or veteran. Less than is a major canonical statement. I also just think it makes it easier for them to tell a story not to think about having all characters at least in their physical primes.

And then you get the odd statement from lore saying that 16 is adulthood by Sharlayan law. Doesn't mean it should override IRL or anything though, but it's funny nonetheless.

Although the age difference would still be a worry, quick reminder that other countries have the age of consent at 16 or can be lower. So someone crushing on Alisae isn't completely off the table.
