I'm REALLY not sure what people want from relics. The steps are not so different from HW or SHB relics, it's just grinding. When there was a tomestone grind, which, by the way, by default lets you pick the activities you want to grind them, people complained too.

I guess people will always complain no matter how.

Grinding Cosmic tool is mindless and boring, woohoo if we get the choice of 12 different missions to do them, when roulettes are more varied than that (well, except expert).
