When a single service account controls 3, 5, 10, 20 FC houses via Shell FCs and transfers, it stops being normal, and is systemic abuse of a loophole. Simply stating that "the game allows it" doesn't make it fair, it just means that the rules are being broken.

In a perfect world this would be optimal. However that requires a lot more resources than simply enforcing the current rules would.
I mean, yeah, it's not infinite, but there are far better solutions than banning service accounts, which is what your request was. The better approach if you went that route would simply give a plot they wish to keep, and then auto relinquish those inherited or obtained via new leadership. Banning service accounts is very extreme, for something that the game actually permits through normal behavior.

For a game that intends to go another decade, as they have specified several times, then they should be pouring a hell of a lot more resourcing than just 'enforcing current rules', especially with a system as broken as housing.
