Can confirm the same issues. Split second freezes/stuttering, no matter where in the game, either populated main cities or just apartment alone.
All other games are still working fine! This seems to be a new problem!

Disabling "Microsoft Device Association Root Enumerator" instantly fixed the stuttering for FFXIV.

No VPN, disabled unneccessary apps/services, any overlays disabled, clean removal and reinstall of latest GPU driver.
