Nothing will motivate casuals, however asking them (through FOMO) to participate in content they don't want to do is arguably worse, which is what happens right now.

As long as there will be a daily roulette to fill the mode and provide bodies - because without it it wouldn't even pop, I remember what it used to be before - it's gonna draw in a certain amount of uninterested people. The crux of the issue is the daily roulette, plain and simple. But remove it, and the only thing that would pop would be something like the old 8v8v8 mode that they removed when they made it a daily and decided they had enough people to keep the 24v24v24 permanently.

We're dealing with a playerbase that keeps repeating pretty loudly that it doesn't like pvp at all, yet it's the same playerbase that will literally spend days doing their FL daily because it offers things that they want, which is xp and glam/goodies. I do feel that what you're fighting against is the literal vision of what the mode is supposed to be, as decided by the devs. You want it for more serious pvp with a dedicated fanbase, while the devs want to have it open to literally everyone as much as possible.
