What's even experimental about Chaotic Raids? It's just a bunch of stuff they do already.
Same boss encounter mechanics
Same reward structure of farming a token for X, Y, Z
Same party format already used in another duty mode
The fight might be seen as well designed, but there's absolutely nothing that screams innovation for me.
What would be innovative for me?
Quantum difficulty. A new combat mode for pet x pet (future BST?), Crystalline Conflict and the PVP rework when it was released, etc.

The point would not be 'oh only SCH gets a good reward from this', it'd be that it'd be a test run, that potentially opens the door for other jobs to also get their own unique rewards from other content down the line. This hypothetical could also be 'in addition to the current rewards', not 'instead of'
Here's an example I just thought of, while writing this: Clear the Arkveld Extreme fight, and you unlock the ability to swap DRK's Bloodspiller animation, to one of the Charged Slash animations (I'd vote for the second one, personally) from Monster Hunter. Every other job would still want to do the fight, and would be rewarded for it, because the fight would also be rewarding Scales to get the glamour set, it drops weapon coffers, you can upgrade the weapons to i760, and it drops the funny Cart mount.
Another example: Clearing the Nier Raids gives SAM an animation where, when Third Eye/Tengetsu's Foresight is triggered by damage (not when you press the action), you 'Android Time' dodge it with the same animation 2B uses
This is a potential outcome, yes, but I think it'd still be worth having the system, because of the opportunities it'd present SE. They've struggled to find reward spaces for a while (cough Criterion Materia situation), so having new spaces to explore can only benefit the game
Funny you mention a Pet x Pet combat mode, isn't that what Lords of Verminion was meant to be? I agree though, there's a few times they've tried innovating, and some things have worked, some things... much less so. I think the perception of 'no innovation' comes from how their innovation attempts are all very much relegated to 'side content', and the MSQ remains very much the 'same old, same old' design we've seen for 10+ years. So, having the confidence to experiment more in the MSQ itself would be nice to see. Even changing up the formula of when we do certain content would be nice to see. We used to have a Trial in the MSQ at X3 and X7, then SHB changed it to X3 and X9, where it's been ever since. What if we had like... a trial at X2, X6 and X9? Three story trials before the final boss instead of 2? What if we had an extra dungeon at an even numbered level, like at X8? Stuff like that would not 100% solve the perception of innovation, but scrambling up what level we experience a trial or a dungeon at, with each new expansion, would at least keep us guessing a bit more as to the structure of the levelling process
tbf, a skill skin for a job isnt really worse than the 300th mount in the game.
since you can play every job on one character a skill no matter for which job is useable by everybody.
sure if you are no schoolar player you might have less interest in it.
but if you dont like robots you dont want any of the robotic mounts. or if i dont like wings why should i do extremes?
sure the idea is not just one single skill skin for only one job. but wanting to have new skillanimations for every job in every content they would implement this type of rewards is why we wont ever have this type of rewards. its too much work to do it for every job. and if they dont do it for every job players would hate on it way too much whenever their main job isnt among the 'rewarded'
job specific mounts would also only work if they can get acquired and used by anyone no matter the job. they would get spread out over several contents since they wont make 21 mounts for one specific content.

Once you do the lvl30 CNJ quest and obtain the mount you can use it no matter the job. This has never been a limitation.
